Is the more rules a god makes for himself, the more limited his omnipotence becomes?

For example, if a god decides only sacrifice can atone for sins, wham, now he can't just forgive sins without blood. Or if he decides human free will must remain unimpended no matter what, wham, no more flashy miracles. Can a god in theory make so many rules he is perfectly limited and cannot use his superpowers at all?
