Anyone know of a ya book set in the 1800s or maybe early 1900s that dealt with a girl whose dad gets rich?

I read it in the 1980s and I remember she befriended a flashy character but also some blue blood types. Don't remember any names. The flashy one said something like "ooh la la" a lot. Thanks
