Will local cuban women talk to me if i approach them in the streets?

I usually approach women in the streets wherever i go to in order to meet women, but i have been told that in Cuba local women will get in trouble if they are caught talking to foreigners. Is this really true? I look cuban so im guessing i wont have much problem, but can someone clarify me this? I am heading to Havana soon.
